EXPLANATORY SUMMARY
The metropolitan area of Maputo includes several municipalities and today numbers almost 2 million inhabitants. Albeit an area of rapid growth, including economic growth, in which major works are planned, there are still substantial imbalances: 48% of the inhabitants live below the poverty threshold, and only 40% have access to drinking water of acceptable quality. Without an adequate water supply infrastructure, the potential for socio-economic growth and development of the urban area is extremely limited. The scope of this project is to draft a Master Plan with a 25-year time horizon for the water supply system of the metropolitan area of Maputo that is coherent with recent or predictable urban developments (dwellings, economic and social aspects), as also with current investments to expand the existing water supply system (MWSP – Maputo Water Supply Project). By extending access to drinking water across social class lines, the Project will help achieve the Millennium Goals for Mozambique (MDG - Millennium Development Goals) relating to water, health, and the reduction of poverty, i.e. the central objective of the country’s current policies. This development plan forms part of the ongoing MWSP Project, but with longer-term investments. It must integrate and accompany the development of the infrastructures necessary for supplying the city and its suburbs with water, assist the state sectoral organisations in improving the management and planning of the said infrastructures and define the order of priority for future infrastructure.
THE PROJECT: CHALLENGES AND SOLUTIONS
One of the greatest challenges to be overcome concerns the limited availability of sweet water in the project area and consequently the identification of potential supply sources.
The main steps in this analysis have included:
assessing the exploitable potential of surface and underground water sources;
assessing the existing water utility; estimating future demand; definition and analysis of various alternative scenarios;
assessment of social and environmental risks;
analysis of feasible solutions and drafting of a financial model;
proposals for developing the infrastructures; strategies to safeguard the water and improve demand management over a 25-year period;
creation of a GIS/database. The Project included the organisation of various seminars aimed at raising awareness among the various participants. During the implementation of the study, two public workshops were held with the participation of FIPAG officials and personnel, representatives of international organisations (European Commission, Cooperazione Italiana), local authorities (municipal and districts), ministerial and governmental organs and others organisations interested in managing the water supply/sewage disposal situation.
